A recent analysis by the Universitas 21 group puts Finland on top of the world's higher education efficiency list when metrics relating to the national income level are taken into account.

According to the report, the Finnish higher education system punches well above its weight, and benefits from strong informal links between universities, business and government. The report also suggests that countries with a small population, like Finland, perform strongly on measures of connectivity, such as share of international students or internationally co-authored articles.
